What is wrong with Cyrillic domain names representation?

Nothing wrong, the display of Unicode in domains is currently disabled because of missing list of secure IDN domains.

if you mean that it appears as
xn-- b1aew.xn-- p1ai (added a couple of spaces to it else it would have been decoded in the forum)
instead of in cyrillic it's a convention called Punycode
There is a hook in VivaldiHooks that's called unicode-url.js which allows display of unicode urls as they are in the address bar.

make Vivaldi vulnerable to Phishing attacks.

In hooked Vivaldi it shows the fake domain
If you trust the green lock and the domainname in address field, you visit a faked domain!

And why to patch the forum as original Vivaldi shows the Phishing domain correctly as punycoded chars?
