When I try to listen to reporters on cnbc.com site ALL speech(s) are distorted 100%
Tried to find a fix, but appears available
I can hear these same voices using other browsers, including Google Chrome; Opera & Edge (W10 OS)

Ugh., works just fine for me... Opened up a page with video and everything is cool, Vivaldi 1.9.804.3 (Official Build) dev (64-bit) on Linux.
Edit: It wasn't a fluke, seems that all work:

This is a known issue which is based on the cnbc side. They use outdated software so vivaldi isn't recognised as vivaldi which results in wrong media data delivered by the cnbc site - at least for windows.
You can bypass this by using an "user agent switcher" so cnbc acknowledges vivaldi as chrome or firefox.
You can get this here in the chrome store.
Just install one of the upper extensions and than click on the extension in the upper right corner of your addressbar and select the browser name as which vivaldi should cloak itself.
As example I chose to install the first extension, click the dropdown menu and choose as you like
