Vivaldi 1.8 error with lazy tabs loading

Hi, I've been an Opera user since a long time ago, now I use vivalid more and more.
It happens that the option: lazy load restored tabs is checked but when I start the browser innactive tabs are loaded -
Usually, the last active tab will load by default. You should also uncheck "Always Load Pinned Tabs" to prevent anything else (except for the active tab) from loading upon the browser startup.

@pafflick thanks, It seems that starting up the browser when no internet connection does the trick (nothing is loaded) and I enabled: dim icon when hibernated just to see the inactive tabs

Lazy loading of tabs is not working for me either. I start Vivaldi, and I had two YouTube tab, an MP3 tab, and others with music, and they all started playing. I wasn't able to get them to quit loading on browser start until I installed FooTab, which is what Lazy Tab Loading is supposed to do.

Describe the issue as precise as you can.
Add some information about extensions you use.
Add information about the operating system and version you use.
If you have problems with video or audio give us information about your installed codecs and graphics card/GPU.
Add a exact link to the page where the issue comes up and can be tested.
After reporting the issue, you will receive a confirmation mail from the bugtracker.
In a reply to this mail you can add more information and files (like screenshots or testcases) as attachments and it will be added automatically to bug report.

Are you really still using Vivaldi 1.8? The current version is 1.13 and Snapshots are 1.14
