Download Problems on certain Sites

I have problems with downloading files from a certain kind of site for about the last 2 or 3 months now with all the snapshots and final releases up to 1.8. Before that, I had no such troubles.
It seems to me, that it is sites that use scripts for the download.
One example is the Native Instruments Reaktor User Library:
The link for each instrument or effect is always pointing to "download.htm" but you get the correct file delivered when you click it in every other browser.
For me, it only works one time, the first time I download something from that site. When I go to another instrument and download, I get the Vivaldi "Save" requester alright, but if I click okay, nothing happens.
Page reload or cache emptying does not help, the only thing I can do is restart Vivaldi, then will again work once. So I have to restart Vivaldi for every download...
It happens on more sites with a similar structure, but the above is one I visit often so it is more annoying.
Would anybody have an idea what this could be about?

Could you please provide an example of such site which does not ask you for credentials before attempting the download? It would be easier for others to test & investigate.
I have the very same problem and just posted it. Chrome does download, so doesn't Vivaldi. Curiously enough, this problem seems to be computer specific, though, as my laptop does download. Here is a small-size pdf, which does not download

@elmaruser FWIW and for reference, the pdf file downloads fine here in the US with Vivaldi 1.13.1008.34 (Stable channel) (64-bit) with Ghostery and UserAgentSwitcher (set to Chrome and later set to Vivaldi) extensions operating. Perhaps there's either an extension, regional-sniffing hiccup at the site for some reason, or perhaps a profile folder cache/session/other problem?

if it's in cache as 0 bytes file, you can always try adding ?1 at end of url
this forces the download of a file if cached.
@ian-coog Does not work here. Download is immediately stopped
@elmaruser The PDF downloads (over DSL/Deutsche Telekom) on my Vivaldi 1.13.1008.36 x64 Windows 10x64.

@gwen-dragon No crosspost, just a comment on a similar problem of another user. By now, com to expect help only from someone, who actually solved a similar issue. My problem is not website specific but happening for any download, and only in Vivaldi, not in Chrome.
