Local vs http css rendering bug

- I make a static website on my hard drive; load the page; perfect.
- I upload it to my host via FTP; navigate to it; css style does not apply. (View page source confirms no corruption of files. Page renders fine in Edge, Firefox, and Chrome.)
The page is http://www.windblownministries.com/Projects.html
The problem element is the A tag right under the logo and menu with this text:

It should be bigger and red. The inspector shows that "p.news a" style is never applied, but locally the inspector shows it getting applied. -

Like what? Red or black?
I still go back to all the browsers and refresh and no change. Only Vivaldi fails to apply the style to the http downloaded page. I don't know if you are a Vivaldi dev, but surely you don't think tweaking the devtools is a solution?!

I guess I should have more specific in my question. Did it appear red or black in the beginning BEFORE you fiddled with the inspector?

I'm glad it worked in yours. More important that my visitors see it correctly than me! I guess most won't be using V anyways.
Not sure what is going on with my browser, but oh well.

@EdLyons: Matter of style. It looks better centered. You're not in outline format, It's unrelated to the left-justified text and a subject of its own, so it deserves to be centered. I'm just leaning on my journalism and composition experience from back in the day...

To change that you might consider to put up a banner or button on your side. --> https://vivaldi.com/buttons/
Although I've to admit that I'd put them at the bottom for design reasons - they are a bit too flashy. -
@EdLyons Maybe just the styles didn't update in your browser? Here's what to try in such cases:
- Force reload the page and all of its contents including scripts, styles and images (by default: press
[CTRL]
+[SHIFT]
+[R]
or[CTRL]
+[F5]
); - Open the page in Private Window (by default: press
[CTRL]
+[SHIFT]
+[N]
to launch a new Private Window or select Menu > File > New Private Window). If the page works correctly in Private Window, then go to step 4. - Disable all extensions;
- Clear browsing data and restart the browser if necessary;
- Refresh your profile.
- Force reload the page and all of its contents including scripts, styles and images (by default: press
