@dLeon: I think it's uBlock Origin (or Matrix?) Because the login is a single session across two domains (.net, .com) it's rejecting the cross-domain cookie to log in.
It's uMatrix if we use its default base rules.

At the bottom of a particular blog thread, below the comments, you'll find a notation "Powered by Vivaldi Forum - View original thread". Click on the "View original thread" part of that text and you should be carried automatically to a Forum-format thread containing the blog's comments, where you can participate if/when you're logged into the Forum. Comments made there will appear on the Blog page.
Since the Blog redesign of a few days ago, the log-in button on the Blog page only logs you into the Forums if you're not already logged in, and it has no effect on letting you comment from the Blog page itself. At least, that's the way it's been working for me and many others, with or without ad-blocking extensions.
The first approach (allowing 3rd party cookies on the vivaldi.com site) failed to fix things on this system. Your second approach (specifically allowing all the vivaldi.* blocked cookies) was successful. Thanks for the solution.
