How to change default browser backgroud?

I use dark theme, and before page loading - there is white background by default. Is it possible to change white browser background?

This is probably an "upstream" bug. Something basic to Chromium. And Vivaldi devs may not be responsible for it.
One of the earliest bugs maybe https://bugs.chromium.org/p/chromium/issues/detail?id=311 from 2008.
The one I remember starring and commenting in was this: https://bugs.chromium.org/p/chromium/issues/detail?id=1373 also from 2008.
With the change to Blink, here's one: When loading new tab content, avoid painting white in the meantime. It holds out some promise based on comment #161. Of course, one must not assume that something fixed in Windows or Mac will be fixed in Linux as well ;)

Well, I just tried
google-chrome-unstableavailable via PPA on Lubuntu 16.04. Looks like the white flash is very nearly gone! This is just a hasty assessment and I'll look at this in more detail later.

I also have
google-chrome-stable. I renamed
~/.config/google-chrometo something else but
unstablecreates its own folder in
~/.config. So I think both versions can coexist without interference just like Vivaldi's stable and snapshot.
It's very probable that the white flashes that bother users of dark themes with Vivaldi will soon be a thing of the past!
