Vivaldi installs to very unusual place

Here's where Vivaldi installed the program files in Windows 7 C:\Users\username\AppData\Local\Vivaldi\Application\ That file system is not intended for program files. And putting it there also makes data backups bigger.

When you install you get an option to choose between All users / Per user / Standalone.
Choose Advanced in setup to change.Chrome also installs to same location (AppData) by default, many programs today do that.

Most, if not all, Chromium-based browsers install to that directory.
