No workspaces in sync window?

I have multiple workspaces across my laptop and desktop browsers. Everything seems to be syncing fine except that when I pull up the sync window on my mobile Vivaldi browser, the tabs are just listed and are not separated out into their workspaces. Given I have several hundred tabs open at any one time on those browsers this is understandably a real trial.
Everything I've read about says that they should be showing inside of their workspaces when I look at the device in the sync window. But I cannot find any setting to turn that on or off. I could have sworn that it was working a while back but have no idea why it's not working now.

Hi, this never was working on mobile devices, only tabs are shown.
Tabs are not even in sync, if you delete one tab on your laptop it is not deleted on your desktop.
Check the windows panel on desktop first for duplicated tabs:
I guess you use tabs as bookmark replacement, in this case they are a workaround.
On a workspace on desktop/laptop choose "Bookmark All Tabs", then you get this:
Rename it to the workspace name, bookmarks are in sync on all devices, if you add or delete one it is synced to all devices.
Now you can open the folder on your mobile, select all you want to open a open them.You can also mark the folder as Speed Dial, these are synced either.
