Right click + scroll over tab bar = switches workspaces

Believe this is tied to the Allow Gestures setting, but when enabled holding down the right mouse button and scrolling scrolls through the active tabs. Idea is to extend this when hovering over the tab-bar (assuming Switch Tabs by Scrolling is enabled) to switch between workspaces since right-click isn't needed in this context.
