Locking the second row only of the active tab bar

Is it possible to lock the second row only of the current (active) tab bar and not all of them?

@Gregor Apparently not. If the second row is locked, other tab stacks in the current window and in other windows is also locked.

Perhaps it is possible with a separate profile: I have not tested.
