Mouse-hover, mouse-over for drag and drop

Many web apps and sites have functionalities relying on the mouse-over (mouse enter), mouse-hover (mouse inside), especially those related to drag and drop, coz the element in html page needs to know mouse cursor has entered to receive drop.
Should Vivaldi add this feature? it's a huge boost for those browsing on tablet or large display with a physical mouse, to use all web apps and sites with full functionalities.
