It's not available in the Bookmarks Dialogue. You can sort by Title, Address, Nickname, or Description in the Bookmarks Tab, but sort by date is not available yet.
The feature request is good. More options will come later. Bookmark tagging is often requested. Nicknames are currently the nearest option to tags.
If you add this link as a web panel you can easily search for other feature requests simply by changing the search string from "tags" to any other term. Enclose more than one word in quotes to search for a precise phrase.

I guess that you mean some kind of tag in a note that will link to a text file on disk.
What you can do already is:-
Open a text file in Vivaldi
Select the text that you wish to use as a summary for the note
Type a short title for the note
Now, double-click the note to load the text file from your local drive or from your own server if it is stored there.

I know this is an old topic, but for any searchers who come across it: See a workaround in This Script Copies Description, Separators, etc. from HTML to Existing Vivaldi Bookmarks. It can copy Descriptions, Keywords/Nicknames, Tags, and Separators to old existing bookmarks or to newly imported ones.
Wow. I am currently desparately trying to organize my bookmarks. It is really necessary. And I thought, Vivaldi could surely help me with that. Tags are central for this. I cannot organize my bookmarks without them.
