This looks simple in theory, except for the fact that a URL is often not enough to reload the exact same page.
For example, if it's a page that the user must login to access, it may rely on session cookies or something similar to display the intended page and not revert to the login screen. What would the workaround be? Sending all keystrokes and sensitive information to the other device?
What if there was a connection issue and one of the pages of a form with mandatory fields doesn't get synchronized with the mobile? What happens if you can go to the next page on one device but not on the other?
Transmitting the image to the other device might be a valid workaround to prevent sending sensitive information. However it would defeat the purpose of seeing the website as it appears on the other device, as you intend.
Also, some websites even send different content based on the user agent or on the device's capabilities - so the device must request the page from the server to see what would normally see.
I think there are a few use cases for what you describe, yes, but quite frankly I don't see it having an easy (or acceptable) solution, even a browser based one...
