The Nirsoft utility will Export your passwords to a text, .CSV, XML or HTML file. It also allows for export from an external drive or a profile not in the default location. I do not know that Chromiun/Vivaldi has a function to Import them after such a disaster. (Perhaps a future option for Vivaldi?)
An option if you use a KeePass type manager is that these products will import a CSV file.
Personally I just Export to CSV, from which I create an encrypted spreadsheet.
[EDIT] Pardon me there are many options in "vivaldi://flags", just search for passwords. I have not looked into them so I am not sure how or if they work yet.
"Startup with last session" works for me on latest snapshot on osx 10.11.6.
You can try a reset, to see if the problem persists on a fresh profile. But backup your original profile first, look up the path here -- vivaldi://about/
@Ayespy Yeah, I just wanted to make it clear that the most important part (which is obviously the user's data, not the extensions itself, which can be re-installed) could be restored, cause your initial post make it look as if it was all lost after moving to another profile... 😉
