Maybe because it's beyond the scope of a internet browser to do so. You do that in control panel/sound.
May I ask you why you would need to change playback devices while browsing? How many and which have you installed?

It could be an option, if the buttons are easy to click (even with 50 tabs open ^^).
But I see two advantages with the "OS" solution :
if you listen music as background, you don't have to open Vivaldi (for example if you are on a text editor).
it doesn't take place in the tab bar.
After, both solution could be used simultaneously.

I would really like this feature. I would have a ton of websites in the Web Panel if they were persistent across all my windows. As a multi-window user, the current limitation makes the Web Panels nearly useless for me.

I think it stops playing music in mobile versions of the sites. You have to pick Desktop in menu, then it will continue to play even in closed Web Panel.

The Vivaldi team is small, especially compared to other browsers, so they don't hang out on the forum reading every thread and can't be expected to read a post to any random thread. I mention this just to set your expectation on not getting a reply.
About integrating it into Vivaldi, I've said this in the past about various mods. Sure it would be great if every good mod was directly integrated into Vivaldi. But, given resources are limited, and users can have this functionality by way of the mod if they want it, Vivaldi's resources are probably better spent on other things. Integrating any available mod isn't a simple a just copy & pasting the code into Vivaldi's source.
