I can reproduce the issue with 3.4.2066.106 (Stable channel) (64-Bit) on Debian 10.7
If i disable the internal PDF viewer i get such page with data:text/html,.,..... as URL (you described) which forced me to Open the PDF.
In Chrome 87 or Firefox 78 all is fine, it opens the webpage and the PDF in a new tab.
And a Vivaldi-3.5/3.6-only issue. 😞

That is typical for "unformatted" webpages with various elements, styled content etc, since... decades? Looks the same with Firefox as well.
Like Ayespy said, you can take a full page capture in .png format then in a terminalconvert x.png x.pdf😉

But you or the browser do not know what was broken. So there is no chance of such automatic export/import feature.
What I meant was : you need to rename the folder profile, then copy/paste from appropriate places to restore (I have never attempted that yet). I did not mean a bulk export / import feature.
Export bookmarks is readily accessible, but export settings ? export notes ? export list of extensions (since I understand you shouldn't attempt to restore extensions, most of the time) ? export extensions settings (all uMatrix history ! ha !)

To understand what we want:
save same page with opera, and vivaldi, and compare it,
and then you will see the difference.
main idea is to have exact "page view" in saved pdf, and
not the "print" version stripped.
Just compare it with opera, they did this well, and
i love it, but still looking to vivaldi to implement this
Associate PDF with your PDF viewer
Disable the plugin in Settings, WebPages
Select "Open" when downloading a PDF file
This will still clutter the downloads folder, but that is another feature request: Suppor for MIME Types and/or Save Opened Files in Temporary Folder.
When opening the Print dialog, default setting in my Vivaldi is "Save to PDF".
A real benefit would be to create PDF with working links - doesn't work via print interface, though, that would need to be implemented in the browser itselt.
