FYI, an update to: vivaldi-stable 4.0.2312.27 has fixed this issue for me on the laptop mentioned previously. I.e., clicking on the 'Settings' gear icon or using keypress 'Ctrl+F12' or opening from the menu 'File|Settings' once again opens 'Settings' in a new window (when NOT configured to 'Open settings in Tab').
That was a quick fix by the Vivaldi team. Thanks all! 😉

I've now installed Vivaldi.4.0.2312.27.x64.exe, and all is good again with all the issues reported in the tabs and display at the top of the screen, including Settings. Thank you.

[Settings] Button not working / Not Opening (VB-80437)
@steveshank In meanwhile, to remove the panel that is buged, force the painel to navigate to another domain.
To do this, open the developer tool (right button click on mouse and then Inspect) and enter the following command in Javascript at console:
window.location.replace ('https://developer.mozilla.org/en-US/docs/Web/API/Location.reload');
Brand new install in Windows 10 1909, Vivaldi 2.11.1811.49 (Stable channel) (64-bit).
No Ctrl+Enter functionality except to take you to the search engine. I'm assuming Vivaldi gets revenue from the search engine.
Uninstalled.
