@vivaldisuggestions I don't think this will be implemented. The whole point of pip mode is that it stays on top of other apps. If you don't want that, then just keep the videos playing in vivaldi - you could move them to a new window and turn the UI off for that window.
@gcbrown Explorer? I'm not sure how that relates to Vivaldi. Whatever that is, it sounds like something else.
This issue was a very narrow one that caused delays in Vivaldi, not Explorer. Sometimes Vivaldi could even go into a "Not Responding" state in that time. The above-mentioned switch prevented the issue, proving it was related to the Accessibility feature in Chromium.
It does seem resolved in 3.4.
You will need to split the Requests.
From one side it's the default and organised behavior.
From the another, despite for you they are related, for others would not, and would just need one of them.
You could link the Topics to explain the whole situation.
Maybe there's a Workaround.
Once Splited, explain there what you need to Share with the outside Profiles, so we could know if there's a Workaround.

It's happened with every extension I've tested that opens options as its own local page under chrome-extension://. That is, any extension which has the manifest option "options_ui"->"open_in_tab" set to true. If the extension instead opens options as a popup on the extension page, right-clicking and selecting inspect will successfully open dev tools without issue. Here's a list of extensions I tested:

Then now the commercial VPNs are A tunneling through B (VPN servers) to get to C (final destination) all with encryption, so B should be consider as "just proxy with encryption"? Please correct me if i'm wrong.
I'm not sure, in my perspective as a consumer, at the end both are doing the same thing - encrypting my Internet traffic/packages so that 3rd party can't see the content & the address to final destination.

@gixxa Did you run into this problem after either denying Vivaldi access to "Chrome Safe Storage" in your Keychain or the opposite... granting Vivaldi access after denying access to the Keychain for a period of time?
