Per-site settings not working?

Hi,
trying to get a fix on my data footprint I weeded out my cookies and wanted to achieve the following:
- save all cookies for selected sites / allow all access / store local data
- accept only session cookies for all other websites (default), discard all local data on exit
- block 3rd party cookies all the way
This was easy in Opera with site-specific setting, so I tried in Vivaldi:
Menu->Tools->Settings->Privacy:
- block 3rd party
- allow session cookies only
and on selected sites I clicked on the globe (?) / security icon and opened site-specific setting, allowing all cookies there.
Effect: all cookies are allowed system-wide.
Is this a bug or supposed to be a feature (quick-jump to settings under misbehaved title...)?
How do I get to do want I described above?
[edit] I forgot, 1.5.658.3 (Official Build) (32-bit) on Windows 10 x64.

Per-site settings, to the degree they are working, are to be found by clicking on the security icon at the far left end of the address field.

As mentioned above, thats exactly where I changed the settings.
Only this seems to change the global settings, as they are changed afterwards...
