Scroll Wheel of my mouse now only ZOOMS a page – can't do regular scrolling

Happy to report that with update to Sierra 10.12.1, the Logitech scroll problem is gone...BUT, I don't know if that's just a coincidence because I haven't been using Vivaldi for several weeks now, and perhaps there was an upgrade when I was away that fixed it. Anyway, all is well, and I'm moving back from Google Chrome to Vivaldi, and loving it! Thanks to all in the thread, and to those who finally fixed this problem --- whether on the Vivaldi team or at Apple! Steve PS -- I did try installing the Logitech Options but so far as I could tell, I couldn't get it to work. That is, it installed as a Pref Pane, but when I launch it, I get get a green window that says "Relaunch" on it that does not respond to clicks. Go figure!
