Video and .GIFVs does not work after 1.3.582.3 (64-bit) update

How do I turn GIF's off?

For example: https://www.youtube.com/ and https://vk.com/ - none video can be viewed on this sites. But the vimeo.com somehow works.
GIFVs that doesn't work are here: https://gif.dirty.ru/I've got Radeon HD6850 and in the 1.3.534.3.x64 update I had to disable hardware acceleration because the pages didn't load properly (it is known bug). I have tried to update drivers and flash and enable hardware acceleration back and nothing helps. I'm using Win7x64.

Seems to be a problem on you Windows 7.
Update:
I ran is such problem with my Windows 7x64 last year. Hardware accellaration was not working or there was some problem with Direct3D/DirectX.

no I didn't find the Intel GPU anywhere, so I don't have it.

Open vivaldi://flags/#disable-accelerated-video-decode
Toggle teh setting
Restart Vivaldi

There are still problems in 1.5.609.8 (or this hasn't been merged into 1.5 release branch)

I don't have any problem playing any of those gifv you linked on reddit, but I'm using 32bit Vivaldi, on 2 different Win7 32bit computers, one with nVidia GT520 gfx card (Video Decode: either Hardware accelerated or Software only, no difference), one with Intel onboard only (Video Decode: Software only).
