Thank you for replying, but I am not a programmer so I don't understand this page and I don't see how Chrome relates to my question since I am using the Vivaldi browser and Duck Duck Go as my search. If you could explain in beginner terms it would be much appreciated. Thank you

That link is not for programmers, but for all users. Vivaldi is built upon the Chromium engine, and so many Chrome functions work in it - but building an interface which includes all of these functions is a huge job, which is not done yet. So sometimes, to get to a function that doesn't appear in the Vivaldi user interface yet, we use chrome:// addresses to expose the chromium page to the user.
On the page I gave you, chrome://settings/content , you just need to scroll down until you see the ninth heading, "Notifications," and pick the one you want - always show notifications, make a website always ask for permission to show notifications, or never show notifications. The hard or technical part of this is scrolling down eight headings until you see the ninth one, and noticing that that is the one you want. Happy browsing!

Where do you find notification content settings? I looked through every category under Vivaldi tools and didn't see it.

If you are talking about clicking allow or deny, every time I click one or the other the whole browser closes and I lose all my pages.

It's not under Vivaldi anything. It is only available at chrome://settings/content (using your Vivaldi browser, not the Chrome browser).
You have to use that address exactly, by typing or pasting that address in your Vivaldi address bar and then pressing "enter." Then scroll down to the ninth heading.
