Yes, it is. You can set "new tab page" to be whatever page you want (including about:blank), and you can set the browser to open with whatever page you want.
I believe the former of these two possibilities is only available in the most recent snapshot or two. https://vivaldi.net/

No, you haven't.
If you are using 1.1.453.59, then you do not have that option (you only have the "open with specified tab(s) setting, and it might be buggy) . "New tab page" was introduced in the next-most-recent snapshot, number 1.2.470.11. The most recent snapshot, 1.2.479.8 also has the setting. You can find these snapshots at the link I gave you. And in these snaphsots, "open with specified tab(s)" is working as well.

Each time I startup Vivaldi 1.0.118 on XP it opens with the last pages viewed even though it is set to the Vivaldi https home page.
I then have to go back through each one until I have a clean page say the Speed Dial which is more acceptable than clearing those from the last session.
How can I set it to open with speed dial like it does on added tabs.

If not, why not?It's possible yes. Vivaldi is meant to cope with user request even the most bizarre ones.
But I really suggest you to understand the power of the SD and the last session restoring.
The days of netscape 2 are long gone, thanks to Opera and the inventions it introduced.

Thanks1.0.118.2 was over a hundred versions ago. It's over a year old. I can't even remember what did and did not work 'way back then. Why not update to a version like 1.1.443, which still supported XP, but was MUCH closer to the current feature set?

If not can you give me direct link for 1.0.435.46 please which I thought was last for XP? See below.Ended up on 1.0.118 after a restoration, previously on 1.0.403.24 in USER account. Reinstalling latter gave option of 1.0.435.46. Downloaded file 1.0.435.46.exe ( only 132KB installer?)
Saved file to ADMIN account and installed. Gave message " not starting config incorrect", but did install.
Runs in ADMIN but has not updated USER account. I expected it to do both.
Tried installing again, as it requested, from that file and got same instant message. Currently trying to sort this out
Tried to avoid Vivaldi Uninstall because of Bookmarks and downloads stored in program.
Any advice welcome. Original post now answered in later version.

The last stable release to support XP was indeed Vivaldi 1.0 .However:
Support for XP was lost with the engine update in V1.1 snapshot 1.1.453.6

Installing at Options.
Does "Install per User" mean install for all user accounts or just the one in use at time of install?
Still not sorted, I want it in both Admin & User accounts. Should not have to install it twice do I?

Just install for ALL users, even if that means running installer "as admin."

I am installing over over an earlier version to save bookmarks and it is not giving me any options just " Install for User" which I thought strange.
If this is a bug in 1.1.443.3 then can someone give me a direct link to download 1.0.435.46 just in case I need it please. I had earlier a file for this but it looked like an installer as it was small in size and this gave trouble
If there had been an option for all users it would be easy.
Hope this will be last of your time I take up.

Uninstall Vivaldi (w/o deleting the user profile) and you will be able to install it for all users.
The default profile path is the same for both kind of installations, so everything will be retained, unless you explicitly delete your user data, during the uninstall process.
