Maximized browser window extends over screen border

Slight issue but I thought I'd note it since it seems to be a fairly recent thing: I run 3 monitors and some time ago I noticed that when Vivaldi windows are maximized they extend one pixel too far on the left and right sides. Here's an example of the border between my center screen (40" HDTV) and the right hand monitor (23"), showing the maximized Vivaldi browser window on the right leaking into the left side. Same problem on a dual monitor setup. Mine is several pixels wider than yours.
I also get a white line (about 3 or 4 pixels in height) across the top of the screen, above the window when it's maximized.

MS messed a lot with the windows border and padding during the win 10 development, you may have old or wrong values stored on your registry values espcially if your win 10 (I assume is win 10) is an updated version.
You can tweak easily those values using http://winaero.com/comment.php?comment.news.1836 and looking for the windows border size setting

Personally, my version of Win10 is a clean install and not an upgrade. The problem is exclusive to Vivaldi, specifically in the past month of snapshot builds, and only happens (particularly the glaring white line across the type of the screen) when dual monitors are activated. If I deactive my extended desktop, the problem disappears. If I reactive the extended desktop, the problem is fixed. At least until the next time I restart my computer or perhaps until the next snapshot of Vivaldi.

It's a w10 change that affected not Vivaldi but most of the Cr based browser and that was somewhat fixed during the w10 evolution troug changes on bot sides. No surprise it affects you in a definite condition.
That said, what I wrote is still valid feel free to not believe me, but a test would require 30 secs.

Would this be program specific or a general thing? Vivaldi is literally the only program that does this on my computer, and that includes 3 other chromium based browsers too.

I tested it. Everything you said was incorrect. It's not a problem of any other Chromium-based browser, as it's not a problem on Chrome or Opera. In fact, it wasn't even a problem with Vivaldi in the past; as I said, it's only started in the past month of snapshots.
Specifically, I figured out that it was a problem with Vivaldi that happens every time it comes out of full screen YouTube videos while operating on multiple monitors. Vivaldi is the only program that does this. Also, there's the white line that goes across the top of the bar when maximized. It's miniscule, but easy to see when everything else is darkly colored.

I can confirm this problem (latest Vivaldi 32 and 64 bit both with Win 10). This happens exactly like described above. When you maximize a youtube video and then come out from the maximized state, there is a small border shown in the extended view.
This does not happen with IE or Edge browser, BUT it does happen with Chrome. I first thought also that it was only a Vivaldi problem, but it is not. Vivaldi theme just made it show. Using WinSpy++ I can also catch that extra window, yes, it is a different window of the main window, it would also show the the part in the extended window. When I downloaded a "Deadpool full screen theme" to Chrome, it was exactly the same as with Vivaldi and fully visible.
The Window is "Intermediate D3D Window", Chrome_WidgetWin_1. With WinSpy++ you can see the x and y positions are -8 on that window and if you move x just one step to -9, the part shown in the extended window is gone.

And exactly the same happens with new chrome based Opera as well. Actually when you maximize the youtube video, the small part in the extended window flashes once. In default Opera you can't see the small part in the extended window either as it is black without any theme installed but it is there exactly the same way as with Vivaldi and Chrome.
