Vivaldi uses extensions from the Chrome Web Store. The Quick Scroll extension should work. There is no built-in quick-scroll feature per se at this time.

its all there except the 'Extensions' part ? See screenshot attached

Helsten2 is right. You need to download and install the latest snapshot.

umm well i kinda I figured as a new Vivaldi user my best option would be to download and install TP4 as highlighted from Vivaldi Home Helen. So this 'Snapshot' is the Vivaldi version of whats commonly known as 'Beta' ??

No - not even a Beta.
The snapshots are "alphas" - the latest ( currently 1.0.303.37 ) is a "beta candidate", though.

TP versions are/were Snapshot versions deemed at certain points in time to be relatively stable. Snapshot evolution then continues separately, so a subsequent snapshot version is ordinarily considered potentially less stable than the last TP as new features are added/debugged in the snapshots - though both TP's and Snapshots are still technically at alpha level currently. However, the latest few snapshots have focused very heavily on increasing browser stability with an eye toward moving toward a beta version, and consequently these are arguably more stable than the older TP4 version⦠as well as more feature-rich. In the near future, this current series of Snapshots will presently emerge as a true beta version, and the TPs will probably all become history.
