Clicking on the right-pointing blue triangle at the right edge of the "Hourly" section (a little below the word "TABLE")? It's working for me…
Does it fail for you even after a Vivaldi restart?

Hmm. I'm on the same setup. Are any errors getting added to the console output (Tools > Developer Tools > Console tab) when you click on the triangle? (In my browser, if I have the uBlock Origin ad blocker extension enabled, I get an error of metrics.theweathernetwork.com/b/ss/pelmedwnnew/1/H.26/[blahblahblah…] being blocked, but that doesn't cause any observable problem for me.)

Perhaps it's something earlier, causing the click event listener to not even be set up… When I reload the page, I only get
"Uncaught TypeError: $.widget is not a function"
from jquery.swipe.amd.js line 2,"ReferenceError: VisibleItemsSwitcher is not defined"
"ReferenceError: AnimSequence is not defined"
from angular.js line 9435,and two instances of
"Uncaught TypeError: Cannot read property 'onTemplateLoad' of undefined"
from BrightcoveExperiences.js line 80.Are you getting any other errors?

Short of stepping through the javascript, statement by statement, I have no idea then; sorry.
If you haven't already, you can try submitting a report and perhaps the devs will be able to reproduce it. -
