However, Snapshot 1.0.288.3 is now available - has some fixes for videos (Youtube etc) so worth you trying??

Still exists a bug related with the video… You can check it on the last change log...
VB-9418 Regression: Some sites (YouTube) no longer offer an appropriate video format (e.g. WebM or Flash): the fix breaks the usage of alternative ffmpeg lib for proprietary media. We will look into this again

That list is the list of FIXED bugs.
The site linked likely doesn't offer a flash video bit just the h264 html5 counterpart.
And vivaldi cant't play them for now.
That's not a regression like VB-9418, is a (well known) missing feature.

Doesn't work in Twitter or Facebook either, and it seems to only be basic mp4 videos. YouTube videos obviously works, and they use HTML. Twitter doesn't use flash, I noticed.

Check your version… update for the last snapshot (1.0.288.3)... that will work again

I see https://www.youtube.com/html5 claiming that Vivaldi supports H.264, and http://www.quirksmode.org/html5/tests/video.html seems to confirm Vivladi plays all of H.264/MP4, WebM and Ogg/Theora.
However, the HTML5 video at https://www.youtube.com/embed/jWZ7Q6U2x-c doesn't seem to work for me.

There is a problem with mp4/mp3 (H.264) on older Windows (and other?) machines. Vivaldi claims to support them (by testing with Javascript on the <video>element's canPlayType() method) but then just does not load the source file or play it. I'm trying to find something to test for the older, non-supported, operating systems, so that a fall-back to Flash can work.</video>

For me it's an old OS (Windows XP - yes, but I have to support it for a bit longer). I'm using the latest 1.0.303.37.
I accept that it's not always possible to retro-fit things. I'd be happy for older systems just to report "NO" for the <video>element method .canPlayType() - then my web sites will fallback to Flash automatically.
It works fine with Chrome.
Or can I replace ffmpeg.dll on older systems?</video>

Probably. Im experiencing the same problem as Isildur on os x while all the videos played when I tested on windows.
