how does rss feed works? is it something delivered by default for any website? or is it a specific task implemented at discretion of the website?

It is a specific task implemented at the discretion of the website. Although a lot of website software, for example WordPress, have feed functionality built in.

Someone made a request asking for a tool that would allow you to monitor for changes on sites that dont offer RSS - https://forum.vivaldi.net/topic/33987/built-in-high-level-monitoring-tool-differential-monitoring
Now that we have an RSS reader, that seems like a good place to implement such a feature.

hmmm interesting
is it just me but i always found rss feed to be something obsolete or too much specialized...
anyway that seems more related to website changes and not updates. maybe new articles, post etc eventually can't be catched if the admin itself doesn't send out a marker for this.

I agree that RSS seems to be quite overlooked these days (see for example BBC feeds sites which are copyright-dated a decade ago!). However, some are still very actively supporting (I just deleted the Guardian feed since I wasted too much of my time trying to keep up with hundreds of posts a day) and some even seem to be improving on the basic text-plus-link style (e.g. space.com which has an image accompanying each article - shame half of them are promoting Lego and Star Wars toys...).
Regarding the website-to-feed idea, I had also mentioned something like this whenever feeds in Vivaldi was being discussed - although somehow I never saw that feature request before. I proposed that if you monitor the main page of a news site then the tool would be able to show new links to stories as these appear - effectively the same thing that RSS does.

It doesn't seem too difficult to me - just download the page every X minutes and see which links change. It wouldn't surprise me if there are already tools or extensions out there which do this.

@urfausto I was suggesting Vivaldi could build it into the mail client... I'm already using existing feeds so I don't need such a tool.
However, a quick search shows people were already doing this kind of thing back in 2008:

A lot of those links didn't work for me, but http://www.feed43.com and https://feedity.com both seem to be active...
I stopped looking after those two as they were complicated to set up and like I said, I don't need such a service.
