Do you see anything upnormal here in photo ?
and what about heat ? is it normal ? sometimes it gave maxium heat 84 or even more , is it wrong for my CPU ? i should configer my PC fans ?

@kimoo Nothing jumps out at me. 84 degrees C for a CPU is pretty hot. You want better cooling than that, and to make sure the CPU and heat sink have adequate, clean, and fresh thermal grease between them. You want to make sure your fans are spinning right.
Also, that temperature could indicate an extreme drain on the CPU by something happening on your system.

How could i make my CPU manage fan autumaticlty ? i can't find or not know how to make it in my CPU , in bios i can only make fan faster or slower , but there is no autumatic option for this

@kimoo It is already automatic, unless your system is broken.

If your OS, cooling or settings are faulty, any app will work badly.
Check also startup items and services.
Search for your Model and download the Service Guide or search to clean fans.

it's silent all time , even when over heating , even it reached 100c and same fan speed

Hi, check BIOS settings, hit F10 during start to switch to system BIOS.
In the power section is a setting "Fan Idle", set it higher.
Regular fan is controlled from the mainboard thermocouple, maybe something broken or not connected correctly.http://h10032.www1.hp.com/ctg/Manual/c04497146

May be this happened if i left my CPU case opened ? i not close it , may be it's the reason ? -
@kimoo I've never seen a "CPU case." Do you mean the steel cabinet that encloses the motherboard, CPU, RAM modules, etc?
