First: Allow for closing Pinned tabs directly. (At present the tab must be unpinned first then closed) Second: Open in background tab (There should be a right click option for this, and there should be a way to set it as the default new tab behavior) Third: Allow for customized new tab behaviors. (Some would want new tab in background, others might want the focus to snap to the new tab. Additionally if I open a tab all the way to the left, maybe allow for it to open next to that tab, instead of sending it all the way down to the right) Apologies if I'm less then coherent this morning, I need some coffee.

First: Allow for closing Pinned tabs directly. (At present the tab must be unpinned first then closed)
There's an option in Tools, Settings, Tabs for "Allow to close as other tabs."
Second: Open in background tab (There should be a right click option for this, and there should be a way to set it as the default new tab behavior)
Middle-click or Ctrl + click will already do this.
Third: Allow for customized new tab behaviors. (Some would want new tab in background, others might want the focus to snap to the new tab. Additionally if I open a tab all the way to the left, maybe allow for it to open next to that tab, instead of sending it all the way down to the right)
Already requested. I suspect that it will come sooner or later. Open next to current tab is a popular request.

There is no option for that in my settings menu, I'm running:
Vivaldi 1.0.162.9 (Developer Build)
Revision 2cdaf3a806b2a96130422b734cdcddd8f5b135ddSecond: Open in background tab (There should be a right click option for this, and there should be a way to set it as the default new tab behavior)
Middle-click or Ctrl + click will already do this.
I'm aware of this, but not all devices have a middle click. And sometimes it's inconvenient to use CTRL. If the function is already there an additional option surely can't hurt.

Good to hear, I'd seen some discussion about it, but no real responses. Thanks

Version 162 is already out of date, that is the last tech preview. 209 is the latest released build, and 201 is what I am using still since 209 is very buggy apparently.
It is always worth seeing if a feature has been added already though to the latest builds.

I didn't realize I was that far behind. I ran the update utility and it said I was current. I'll find 201 or 209 then. Thanks

Yeah. Find them at the Vivaldi Team Blog https://vivaldi.net/en-US/blogs/teamblog

Just to clarify… version terminology can be confusing for folks at this stage of the game with Vivaldi. There are no official "released" (in its typically-used software sense) or "final" versions of Vivaldi yet. There are "Technical Preview" versions which are available at https://vivaldi.com/download/ and which are considered more stable versions of the as-yet-unreleased browser. There are "Developmental" versions (at https://vivaldi.net/blogs/teamblog ) which build upon the last Tech Preview version and typically contain more features, but which may be more unstable or bug-laden. There is also an "Experimental" version (namely, the 64-bit instantiation of current Vivaldi Developmental versions) which may well be more unstable even than the 32-bit Developmental versions. All versions have build numbers, and the versions are only "released" in the sense that they can be downloaded directly from Vivaldi's servers.
Some folks have described the Tech Preview versions as being "beta" versions, but they're arguably not yet even at that stage... which means the Developmental versions are probably not yet quite at "alpha" version stages. Once the Vivaldi design achieves critical mass and enters a release cycle, there will probably be 'stable' versions, 'beta' versions, and perhaps 'alpha' versions by whatever name Vivaldi chooses to call them. But we're not there yet...
