You're on an ancient version, 2.1! Vivaldi is on 2.11. The functionality doesn't exist in a version that old. Update to the latest version, and also make sure that it is successfully synced as is whatever instance your trying to send to.
PS - You should maybe enable notifications of new updates being available. You haven't updated since 2018! Good grief. Probably should run a full system scan for malware as well.

Thank you; that was obviously the problem. My work computer is up to date, but I haven't actually used Vivaldi on my home computer since 2018; I tend to use Brave. I've updated that machine, and now I see the Send To option.

I'm logged in sync on Android and Linux (both current snapshot versions) and I do not have the option shown to send a website to the other client. Neither clicking the 3-bobble-icon in the address bar does not show this possibility nor any rightclicks on website or tabs.
What am I missing? Or do I need to activate some specific sync option? -

The steps to send from Android are to first click the share menu item:
Then click send to your devices Vivaldi icon:
Simply being logged into sync is not sufficient, both instances of Vivaldi must be currently synced to the server. So after logging in, verify that a sync has completed successfully, which you can do on this page:

Share with your devices
icon won't appear until the browser is "live" on the sync server. That doesn't happen when you login to sync, nor when sync is occurring. They both have to be in a state where they have successfully completed a sync within a certain time frame, something like a few days I think.Additionally, there will be no target devices to share the tab with unless they are "live" on the sync server. Note that when an instance of Vivaldi is removed from sync for whatever reason, it'll still appear as a target device until that same time frame expires -- the few days or whatever it is, I don't recall exactly.
Fortuitously, I have examples of both successful and failed sync states on my phone right now.
Successfully completed syncing
Also intermittently syncing new updates
Two critical things to take note of are the
Sync cycle ongoing
in theLocal State
section, as well as the entireStatus from Last Completed Session
. There should not be any errors in the latter, and the former should read false unless there is already a recently completed successful sync (Commit Step Result: SYNCER_OK
).I should have used something other than green for this part, but in the upper right I highlighted in yellow what event is logged when an update sync begins, then 3 rows below highlighted in green is the event logged when it completes successfully. They have an S and F labeled next to them respectively. You'll see similar events logged when the instance is currently "live" on the sync server and it's either pulling down updates from another instance or pushing updates to the server.
Failed to Successfully Complete Sync
Here's an example of that main sync status page when it has not been able to sync successfully. Exact details will of course vary based upon why it is unable to complete, or has not yet completed.
In this case it's important to understand that two states are being shown simultaneously in this image. First, the previous sync attempt failed, and second, there is a current ongoing sync session running when I took this screenshot.
Reminder: successfully logging in and initiating sync is insufficient to be able to share tabs.

. Also, in the upper right I've highlighted the error in red. Highlighted in blue are events you'll see repeating when an instance of Vivaldi is pulling down a lot of data from the server -- such as on the first sync, or when something funky happens to your local data and it needs to refresh the entire thing.You can click on the Type tab to see what the local backend has stored. Here's what it might look like after a successful sync.
And what it looks like before you're "live" so to speak.
When there's an ongoing sync and it's pulling down lots of records, you can click on an event like the ones I previously highlighted in blue to see how many records are remaining to get an idea of how much time is left for the sync cycle. You can click the event in the small table on the main page, or get a larger view by going to the last tab: Taffic Log.
Here's where you'll see how many records remain to be synced. If you let it run for a couple minutes, then you can take two events separated by a few minutes, subtract the records remaining to get the total synced in those few minutes and divide by the time difference to get an average sync rate for those few minutes. Divide the number of records currently remaining to be synced by the average sync rate and you'll have a guid estimate of the time left until the sync completes.

A remote close would be awesome. So that I can open tabs on the desktop that are opened on mobile, but then also close them (on the mobile), maybe via right-click?

@BoneTone I appreciate your efforts, but even though both systems report positive results (pretty much what you have in your upper picture).
On close inspection, I spotted that on my desktop,
Send Tab To Self | null | null | Not Running | Group Passive
is shown. On my tablet, it's Running with 0 | 0. May be there is a optional library that I am missing.

Hi! I was having the same problem.
Even in my desktop (W10 up to date) or my mobile (OxygenOS android 10), there is no chance to send tabs across devices.
Both of them are over v3 of vivaldi. The last device added recently (just a few hours ago) was my mobile. It syncs bookmarks and notes as I have configured. keyboard history and remote sessions, passwords and autocomplete are deselected.
On both devices there is no "send to" to click. On mobile just appear an option to "send to print". On desktop, the cloud icon next to the trash can is shadowed. if i click on it, nothing happens (i dont know if it must to do something.. tho). On mobile, the cloud tab show the message "synchronizing" forever (i guess thats the message in english.. i have the spanish layout). On both devices: Throttled or Backoff: false, Sync Cycle Ongoing: false (on desktop sometimes Sync Cycle Ongoing: true). On type info tab "Send Tab To Self | null | null | Not Running | Group Passive" for both devices. On GetUpdates Response for both devices has changes_remaining is 0, and there is no commits messages.

This is the issue I think. If you're not syncing remote sessions, then you won't see remote sessions.

You have to enable 2 flags in all your browsers by taping Vivaldi://flags in your address bar
And then search shared clipboard and enable the 2 flags (in Windows there may be only 1 flag)

On Android in order to apply the flags, you need 2 reboots of Vivaldi. -
@BoneTone Working for me now after having this flag enabled. Strangely I was first only able to send tabs to my tablet and not from my tablet, but it's working both ways now after waiting another day
Were the settings that explicit before (remote sessions being related to history being exchanged)? I thought I had read them thoroughly, but maybe I was just a moron.

That's not accurate, these flags are related to a different feature. I think you just finally got synced to the server and hence it's working. Try setting those flags back to default. That's what I have for those flags and I'm sending tabs back & forth between my browser instances without issues, so enabling those flags is definitely not required.

Yeah, that sounds exactly like you had to wait for sync to complete. That's the same thing with mine. I would watch the sync go, updating over 800 thousand items over the course of many hours. Once that completed I was then able to send tabs back & forth.
