@ruario 194 GigaBytes free, not an issue. %temp% dir is empty, I also tried disabling Kaspersky AV in case it's stepping into things. Redownloaded the installer, same md5 so it's not broken during download.

@ian-coog: I can't install the update through "search for updates". There is an endless loading.

@temkem ok thanks, so there IS definately something wrong on the 32bit installers, both complete and via delta updating. I'm also on .30

I also got the "unable to decompress archive" error on update. Tried again, it worked... Seems fine now. Also 32-bit Vivaldi on 64-bit Windows 10.

VIVALDI.PACKED.7Z created in %temp% is ok for 7zip, it also unpacks to a 207mb vivaldi.7z which also decompresses ok as Vivaldi-bin\ directory. No idea what's wrong.
EDIT: It was Kaspersky AV interfering, I've uninstalled KAV, rebooted now the same installer worked and I'm running Vivaldi 2.9.1719.3 / Chrome 78.0.3904.94
I'll update my report VB-59806. I have to tell our sysadmin that I want to get back using AVAST at my workstation instead of KAV because after all it was less of a burden.

@ruario it's KAV interfering, probably other people are having the same problem for the same reason. For the record, KAV afflicts also Chrome installer giving the same error.

[Crash] Enabling #enable-force-dark flag crashes: mess with flags at your own risk (VB-59151)
I've set it to enabled, this time Vivaldi seems able to start but every tab just have a dead bird.
I had to edit manually the "Local State" file changing the dark@1 to dark@0 to restart Vivaldi correctly. -
[Speed Dial] No immediate feedback after a link is clicked (VB-58111)
this is better, at least the SD gets cleared, the address field gets filled with the address of the site, still a bit of delay while "estabilishing the connection" and "waiting for site" but way better than before.

[Regression] Tab thumbnail doesn’t get updated until you visit/open/close another tab (VB-59669)
Works for me, I tried reloading one thumbnail and immediately refreshed.

Kaspersky with this one, Symantec with the previous one... Do these AV people have something against Vivaldi or is there a reason they seem to block the latest Chrome... Hmm...

@mossman The problem is that KAV afflicts also Chrome installer, we just tried that in our office as we wanted to update all chr* browsers for the recent security hole.

@iAN-CooG maybe only for 32bits users. No issue with 64bits (using Kaspersky as well)

@mossman A/V are just man, never regretted ditching them 4 years ago, they cause more problems than solve, as it was proven again

@npro I wish I could live without, better keep one that doesn't interfere that much while working. Switching back to Avast, until another problem rises.

@iAN-CooG Isn't Avast the one with 24/7 security pop-up ads, terrifying users on purpose and advertising VPN for maximum revenue? Last AV I have ever used was ESET that had the lowest false positives and was not hogging the OS. I would only trust Microsoft Defender for not breaking the system today, it's their OS so they 'd know better.
