Is there a Bookmarks toolbar for Vivaldi? like so? http://prntscr.com/6ewdpw If not, will you implement it?

Yes there is. You can turn it on from the "V" menu at the upper left of your screen/tools/settings.

Some minimalists prefer the menu that pops out from the upper-left-corner "V", rather than using a menu bar.

I keep forgetting. Unaccountably (I'm sure just because old Opera had the option) Vivaldi allows you to turn on the old-style menu bar.

In my case, I seem to go through spells with Vivaldi (and did with Olde Opera) where I use a horizontal menu bar and times when I hide it. I think a lot depends on what other software I'm using at the same time, and it may be that my mind demands consistency when that other software either does or doesn't have a menu bar.

If by "it" you mean the bookmarks bar (it's not called "favorites" in Vivaldi), use the menu at the upper left corner to go to "Tools." In "Tools" select "Settings," and in Settings there will be an item "Bookmarks Bar" (under the "Appearance" category with three radio buttons to select its position - Top, Bottom or Off. Select Top or Bottom. In the selector box for folder, select which bookmark folder you wish the Bookmarks Toolbar to display.
IF YOU DO NOT HAVE these items in your Settings, you are using an old version of Vivaldi. Either go to www.Vivaldi.com and download the second Technical Preview, or go to the Team Blog https://vivaldi.net/blogs/teamblog and download an even LATER snapshot.
If by "it" you mean the horizontal menu, if you have a "V" button at your upper left, click on it , select View, and from that, select "Toggle Menu Position." If you have "File Edit View Tools Window Help" at your upper left, that IS the horizontal menu. Select View and "Toggle Menu Position" to turn that into a "V" button.
