Especially noticable for me when I'm in autoscroll mode and not able to stop the movement which does not freeze. -

It's a big problem in Vivaldi since some weeks.Maybe it's a conflict with the last Nvidia drivers (post 2000 series) as it's an hardware acceleration problem.
You can try to disable it in Vivaldi settings : no more freeze.If you have an AMD card or Intel... so it might just be another Vivaldi bug.

@Pumpk1in disabling "Hardware acceleration" won't work for me! anyway I don't have any Nvidia drivers installed ! now it's a broad range freezing...after switching to another app and then switching back to vivaldi again then it freezes

Which extensions are you guys running? I use uBlock Origin which I've disabled many times. uBlock Origin is not the problem.
I've noticed the same issue for months. Many times, the entire page freezes. When this happens, I need to close the tab and reopen it. I see this a lot with twitter and youtube. During these freezes, the computer resources are almost in an idle state and certainly not stressed.

@seeley This problem is not related to Extensions...I tried Incognito mode, there the problem persists

I am having the same issue, Windows 10 Enterprise 1803, Vivaldi x86. It happens so often and it's such an interruption to my workflow, I'm going to have to downgrade.
I tried the latest Vivaldi build, and it happens with the same frequency.
I also tried turning off hardware acceleration, and it also still happens with the same frequency.
I have not otherwise been able to figure out any sort of pattern with why the app lags/freezes/becomes unresponsive temporarily from time to time. But I can say with certainty that it was a release within the last 30 days or so. Possibly the very last 2.1 release.
