Ability to Drag and Drop Tabs between Windows via the Window Panels

If you have the Window Panels of two windows open, it acts as if you can move tabs between them that way—you get the animations you'd expect. But you can't; the tab just snaps back to where it was.
On the other hand, you can move around or stack tabs within the same window using the Window Panel.
I'd really like an all-windows Windows Panel as an option, which I assume would give one this feature free (by letting you move a tab from one window in the outline hierarchy to another).
But even if a consolidated Window Panel isn't in the cards, it seems to me this dragging behavior should work, or else the animation should be removed so you don't get feedback implying it should work.

I mentioned that. But even if you can't move windows that way, you should be able to this way. This FR doesn't block or depend on the other (though the other's being implemented would obviate this one).

Hang on... you're saying that if you do exactly what I animated above—drag a tab from the Window Panel of one window into the Window Panel of another window—the tab moves for you? In that case, you're right—this is a bug, not a feature request.
But if you just mean you can drag a tab from the tab bar into the tab bar of another window—yes, I'm aware of that, but I find it fiddly. I'd like this new way to move tabs from window to window (hence the feature request).

@TreyHarris Yes, I mean that you can drag and drop tabs between windows without opening the Window panel on either window, which seems a lot less fiddly to me, but each to his own.

@Pesala Great. Should I open a bug report on the animations implying the feature, then? It feels a bit odd for me to ask for the removal of something (the animations without effect) at the same time I'm asking it to be re-added in conjunction with something else (the effect).
It's less fiddly not because of the start of the action as you've screen-shotted, but the end—if you release the tab a bit below, above, or to the left or right of the tab bar, the action has no effect (or may create a new window). The Window Panel, OTOH, you just have to get the right "Y" position (up-down); so long as you release the drag anywhere in the width of the Window Panel, the tab moves.
Right-clicking the tab and using "Move Tab to" is definitely the surest way for me (but you can't select whether to add it to the left rather than the right of the existing tabs, let alone somewhere in the middle).

@TreyHarris There are two bugs here:
- I can drag a tab from one window's tab bar and drop it wherever I want in the Window Panel of another
tabwindow. However, it is copied, not moved. I have reported this as a bug.
(VB-47247) Dragging Tab into Windows Panel of another Window Copies it - The animation shows if I drag a tab onto the page of another window, but nothing happens, just like you reported for dragging from one window panel to another window panel. You should report that as a bug.
If D&D is not intended to work when dropping on the page, then it's not a bug, but a missing feature. The animation is a bug because it indicates that it should work.
Implementing the linked feature request would suit me, and I suspect most other users.
Improving the Drag and Drop behaviour would be good.

@TinaRussell I did, and gave the bug number above.
Nothing at all happens now if I drop the tab into the Window Panel of the other window, but if I drop it on the New Tab button on the Tab of a Start Page, it is duplicated in the other window.
