Cannot launch the browser from Taskbar

As the title says, I cannot launch the browser from the taskbar. After clicking the icon on the taskbar, Task manager shows a couple of vivaldi.exe processes under 'Background Processes' for a second, and then they disappear.
No problems while launching from the menu, launchers (Listary, Wox), links from other programs and double-clicking HTML files. For some reason, the whole taskbar flashes each time browser launches.
It does not seem like a Windows or explorer issue. Everything else loads without any problem. Tried pinning/unpinning multiple times.

Did that. (And before the program appeared properly, it flashed taskbar for a longer period than usual). However, still cannot launch from the pinned shortcut.

Yup. All fine.

Program to enhance taskbar: none (had Open Shell for start menu, uninstalled and the issue still remains)
Vivaldi version: 2.1.1337.51 (Stable channel) (32-bit)
Windows version: 1803 OS Build 17134.376
Virtual Desktop Software - none
Dual-monitor - no. Laptop. -
I am not sure. I am on a metered connection so I have paused updates. I am not sure if the issue is related to that? It was all fine a few days back.

Browser started but it is asking me to update to .51 version, which I already have. Anyway, I will re-install and check.

After uninstalling version 2.x I found that earlier, it was launching version 1.x from the taskbar. Even after re-install that did not change. Taskbar launched 1.x and everything else launched 2.x. Had to use Linux to completely remove files. Now everything is working as expected.
