@tozen Does it help slightly if you go into Settings > Tabs > Tab Display and enable Remove Tab Spacing in Maximized Windows?

I assume my question wasn't clear enough.
Will try to explain a bit more.
As you can notice on a screen there's pinned bookmarks on the left side on the same level and window buttons on the right.
I would like to get both side one level.

@tozen I see what you mean. Unfortunately, I'm using windows 10, which has a different styling (which, incidentally, does have everything on the same level).
Some brief experimenting would suggest that this might work (I had to temporarily trick Vivaldi into thinking I was on linux, so it might not be a good fix):
