Windows Menu Order

It would be nice if, in the Window menu, the list of open Windows was shown before the list of tabs in the current window
The reason is that I can often end up with many tabs but only a handful of Windows. Switching Windows is time-consuming as you have to scroll through past many entries to get to the bottom. I don't see a downside as I doubt many users have many windows - if they do then this could be an option.
This is on MacOS if that matters.

It is very hard to reach a consensus on what the best order is for any menu.

I think it does matter. On Windows, the other windows are not listed on the Window menu, only open tabs.
The Window Panel shows both windows and tabs.

We do not need to reach a consensus, as I presume Vivaldi's features are not decided by community consensus. All we need is to present the developers with (hopefully good) ideas and user experience, so that they decide on a sensible default
We could start with zero menus and have only a "menu builder", but I guess that is a default so bad tyhat we can reach a consensus in not having that, no?

@rkzn Menu editing is greatly to be desired. The current default is not without basis. Vivaldi was invented initially to give a home to the some millions of lost users of OldeOpera who could not stand NeuOpera. The OldeOpera menu (and don't forget 'way back in the day, Opera INVENTED "open in new tab") had Open in new Tab at the top, and that opened in a foreground tab under the assumption that a user wanted to see that new tab now. As it happens, this has always been the case for me. I almost never want to Open in Background.
Open in background tab was second. The current default caters to the target public for which Vivaldi was invented. Again, as mentioned, editing menus would be optimum. -
Other Windows are not shown at all in the Window menu, nor in the Window Panel.
If they were, they should probably be shown as folders, with tabs in subfolders.

@Pesala On macos Vivaldi does show the list of open tabs in the windows menu and if I have a lot open it then makes it hard to navigate.
Putting the tabs in a submenu of the window would be great.
As for default menus etc. it is not the same issue. It is showing only one item in the window not all the tabs so is not part of edit menus.
The Windows menu is standardin macOS and should ust show the windows and not the tabs.
