This one is on Vivaldi. On the Blog page in the upper right hand quadrant there are two download links. One is for the stable the other, directly below it is the snapshot link. The stable link worked to perfection. Not the snapshot.

@mozzer I closed and reopened some windows earlier today with no crashing. Haven't had a crash with Vivaldi since VB-39450 was fixed.

@para-noid It looks like you are the only one with such a bad expereance, so the problem is probably not Vivaldi ....

@raed I almost never access my bookmarks this way, but after reading your post i tested it. Your described symptoms also apply here for me. I have no idea for how long the problem has existed, but certainly it exists now.

There seems to be still the problem with
developer tools > AuditsKnown? Important? I think not that much ...

Looks like the bug with focus not leaving controls when the mouse leaves the control is not entirely fixed. If you open any of the side panels, like bookmarks or downloads, and then close the panel, the topmost control will have highlighting as if the mouse were hovering over it.
Purely cosmetic and most people will probably never notice, but if one of the devs is bored, maybe they can fix it.

I dont see this problem here. I am not sure, if it is related but: dont you use user.js? May be there were some changes. I noticed this problem in the past on the toolbar, but now it looks like to be fixed.

@burbuja Yes, this is the same issue, just in a very limited scope, so if it doesn't get fixed any time soon, I'm not going to worry about it. Also, I do not use the user.js file for anything. All of my settings changes are done via the browser's settings window.
For the devs, here's a progression of screen captures to help show the issue. Also, not quite sure how I managed it, but now the issue has shifted to the Notes panel.
First the default state
Then open one of the panels
Then close the panel and the focus stays on the control, even when the mouse is not hovering
Initially this always affected the bookmarks panel button, but somehow I managed to get it to switch to the notes panel. Not sure how I did that, or I'd share with you. I can't get it to revert back to the bookmarks button anymore either to try to figure out the steps.
If you can find the issue and fix it quickly, great, but it doesn't affect functionality in any way that I can discern, it's just a minor cosmetic issue that I probably only spotted because I've done some UI work of my own and am a little obsessive about the small details of user controls.

Is it what you mean? The background of my customized notes-icon. (The 3rd. one from the top) It was impossible for me to see it before with a dark theme. -
I still see the issue with the Notes Panel not redrawing. I thought that was fixed?

@pesala You're right. I'm pretty sure it was fixed, as I stopped seeing the bug. But now i see this issue happening again.
