[1.15.1132.3] "Privacy Error" page is blank on domains with self-signed certificates

Since the last update, I have trouble accessing one of my websites on my local homeserver.
The certificate is self signed and so far I managed to click away any privacy warnings.However, recently I just get presented with a white page, titled "Privacy Error" and no chance to proceed to the actual page.
When I click on another tab, resize the window a bit, change vivaldi from full-screen to windowed in vice versa, then go back to the Privacy Error tab, the error message appears, but the links aren't clickable
I believe that is a bug and for me it makes self-signed websites unusable atm (have to use the internet explorer instead)
I also tried to delete the browser cache, cookies, etc.

I have not tried myself but there is one flag, it might be what you're looking for

After installing the newest update (1.15.1137.3 (Official Build) (64-bit)) the white page still appears as in my first post.
However, after resizing the window, the warning page appears and the links appear to be now clickable at least, which makes it usable for now.changing the mentioned "allow-insecure-localhost" flag did not work for me, sadly.

@radon F11 twice and the page comes back.
Not everywhere, on my 2 win7 32bit pcs it doesn't change anything.
