Start Page won't fetch remote thumbnails

I have a new Linux install here, and Vivaldi will not fetch the remote thumbnails on the Start Page. I've tried bring over my old profile, I've tried a fresh profile. Nothing works. There is no problem using local images for the tiles, it's just remote snapshots that don't work. Any help would be appreciated.
Latest Stable V. on up-to-date MX17 Linux.

Have you tried to add a new Speed Dial folder?

@paul1149 Sorry. My Mint 18 fetches them without any problem - so I can't offer a theory as to what's up with yours.

I forced an entirely new Default hierarchy under ~/.config/vivaldi, to no avail.

May I ask which folder is for SD? I see a Thumbnails folder. Oddly, the LOG file there had wrong permissions, and the chmod -R command would not change them. Only zeroing in on only that file worked. But even with change, the thumbnails are not working.

It's possible to have more than one folder. Open a new tab, click on the "plus sign" and give it a name.

Sorry, I meant where the thumbnails are stored. I assumed the thumbnails folder, just trying to confirm.
I also exported and then imported the bookmarks, in case the original file had a problem. Didn't help.
Strangest thing. The LOG file in the thumbnails folder keeps setting its Group and Other permissions back to None. I have set it to read&write several times now. It just won't stay.

Ok, thanks. I recreated that file, and its journal, yesterday as well.
The last thing I did before I shut down last night was to set Thumbnail/LOG permissions to 777, wide open, and manually recheck that it was so. This morning it hadn't changed. Permissions for Top Sites are 774, which should be fine.
When I try to refresh the Speed Dial thumbnails, there is a brief flash of what seems to be the snapshot, then the tile goes black. It seems it almost prints the pic, but something cuts it off.
I've also done a full uninstall and reinstall of V.

I have the same issue I think. My details are below, but I note the stable version looks to do the same thing. This is KDE Neon with Kernel 4.14.13 and NVidia proprietary drivers on X11.

I never did solve it. Instead, I took manual snapshots of the sites and use them.

Yes.
Thanks, I tried all that, and now have again, to no avail. Interesting, though, that the new top sites file is much smaller than the old one.
