I removed the changes made at chrome://flags
At chrome://settings/content/flash there are only two settings available, "Ask first (recommended)" or "Block sites from running Flash"
Under Webpages-Plugins, "Always Allow Flash" continues to revert to "Detect and Allow Important Flash Content Only"
The flashplayer works, it just has to be manually started each time. This issue did not occur until I upgraded to the lasted Vivaldi version which is odd since I have never had any problems with a stable version.

Going to try changing the single player to a multi-player to learn if it will start automatically

Using a multi-player instead of a single player still requires manual starting so I'm stumped for a while. Going to walk away for a bit and return later with a clear head.

What is somewhat funny is a lot of people do not want players to start automatically and the chrome store use to have a plug-in that would halt automatic playing but the developer removed it and is no longer supporting it.

It's chr62+ behaviour, they are changing this to prevent autoplay abuse (not your case).
So, I guess that player will autoplay if people change the policy or browser settings (most users won't do this) or if you can set player as mute on start - which is probably the best choice (even if it is a compromise).
You could add a title on player to advise chromium users to unmute player to hear tracks.
I have manual flash activation and also after allowing the site, it still need another activation (click to play) as the "video" stream contain audio. -
@stickmansmith I just read yesterday that reinstalling is not recommended due to the way Vivaldi does their updates; Not like Adobe or a few other products where uninstalling of a previous version may be necessary.
Regardless, Hadden89 suggested that autoplay was changed to prevent abuse which is understandable. But I'm not done yet. About ready to go where I should not go and look at the code for a possible hack. Something I have not done for years! LOL!

@stickmansmith In all of this thread I don't see anyone trying to use the Vivaldi setting via the site icon in the URL field.
i.e.
Load tab with the site you want to activate Flash for.
Click on the icon in the address field (just before the address; may be a lock or favicon)
Set Option for Flash to Always allow.Or are you saying this doesn't work for you?

it works, but it's a workaround, Vivaldi's Flash settings are nor working in 1.13: am I wrong?

@efte You are correct, the player will appear but you have to manually start it. I'm trying to learn a way to enable autoplay like in the previous version.

Using the "site settings" and reloading, the option "5. Verify whether Flash Player is installed" does autoplay. -

There was talk in the beginning of the thread about "keeping ppapi flash updated".
I remember when reading the Vivladi troubleshooting page on Flash it said something about choosing the Chromium PPAPI :
https://help.vivaldi.com/article/install-flash-player-for-vivaldi/However I don't see that option. I have Chrome installed as well and it runs Flash content just fine but Vivaldi doesn't.

It will preselect the PPAPI version for VivaldiIf, however, you go to the other versions page the option is "FPnn for Opera and Chromium - PPAPI"

@tbgbe Thank you but I have checked it numerous times and the settings are correct. With Vivaldi there are only two possible master settings, "Ask first (recommended)" or "Block sites from running Flash. A third setting, "Always Allow flash" or "Allow flash on the following sites" would resolve the issue. Again, the issue did not occur until the last released version of Vivaldi. Now flash must be started manually on every site unless a different browser is used. Something was changed.

@desertoutlaw Yes, the Chromium engine used in 1.13 changed a lot of things and we have to wait for Vivaldi devs to get them sorted.
Using the site icon setting is just a way to workaround the problem until it is fixed properly. -
@tbgbe Kool! I was hoping because I do not want to give up my Vivaldi browser.
Really should not be complaining much at all since I'm slowly making the transition over to a Linux system and Vivaldi works just fine on it. M$ and I are parting ways.
One last thing though, the icon options (url bar) on the Iron browser Version 61.0.3200.0 (Developer Build) (64-bit) are almost identical to that of Vivaldi except for one additional option for a total of 4 compared to the 3 on Vivi. Would post screenshot but do not want to break any possible rule. I use it time-to-time but I feel more comfortable with Vivi.

@tbgbe Thank you. Had forgotten about the wishlist request thread. Just made a post requesting an option to enable or disable autoplay for flash.

Google has enacted some kind of vendatta on Flash, and the Chromium based browsers (Opera, Brave, Vivaldi) have adopted this vendetta unquestionably.
Meaning that outside of a few whitelisted sites (i believe Facebook being one, because those casual/social games), each site now get a nag banner up top if they try to load Flash. Except that said banner only works if the site loads Flash in a certain way, and the rest of the times we have to fiddle around to get the Chromium browsers to catch on that yes, Flash is allowed to load.
Sadly this is a area where Vivaldi could have highlighted its "power user" chops by not bending to Google decree.
