Blog page can't see I logged in on another forum page

I was just here . It would not let me upvote or post without logging in (and I didn't see the button on the page, so I went to the regular forum and logged in.
I went back to the blog and refreshed the page, but it still thought I wasn't logged in.
Then I found the login button and clicked on it. That took me to a page that showed me I was already logged in. Then, when I went back to the original page, I could finally upvote and post.
Somehow the page should know I'm logged in after I refresh it.

I don't see that setting - probably because I have block third party cookies turned off. Am I missing something?

@josephj11 - I missed that off the bottom of my screen and now I set it as you indicated.
Still, it doesn't make sense because all such cookies are allowed. I didn't retest it yet.I forgot to say thanks for your initial quick, detailed reply. You have been very helpful to me on a number of issues..

When I Copy > Paste the above into the address bar I end up at vivaldi://Settings.There is no place to add a Third Party Cookie exception for vivaldi.net. In fact the only thing I can do there is edit Search Engines.
Using: Vivaldi 1.14.1036.3 (Official Build) (64-bit) on Win 10
Perhaps I always use Private Window?

@greybeard You can also access it by clicking the padlock icon in address field and accessing it with site settings. Just click back on top of that page to get to the normal chrome settings.

On my system I see no "Back".
Also going to System Settings there are only two options:
Search Engines
and
About

@greybeard The blog page and the forum page are separate domains. Do you have 3rd party cookies enabled for vivaldi.com and vivaldi.net?

@ayespy Cookies are enabled. Third Party Cookies are blocked. No way to enable them by site that I can see.
