Browser History Panel Dates are wrong

Hello all, I'm new to Vivaldi and have learned a great deal about this browser. I am not new to tech, It is my job. That being said, I really enjoy the Vivaldi experience, however, the new Browser History Panel displays the wrong month and day in the headers as well as the dates for all browser history links. I have only been using Vivaldi since November 1, 2017 so my History should reflect November 1, 2017 and November 2, 2017 and no other dates.
Example; History link for today, Nov. 2, 2017 displays as October 2, 2017 when link is highlighted.
Example 2; When switching Month View the month is displayed as October, 2017 rather than November, 2017.
Example 3; When switching to List View, the date is listed as Friday, August 4, 2017 rather than November 1, 2017 or November 2, 2017.I know this issue has been brought up seven months ago and again 4 months ago without any responses.
Has anyone heard anything?

Screen Capture. Look at the dates displayed. Day view; Friday, August 4, 2017, Month, November 2, 2017, Highlighted Link Thursday, October 2, 2017. Week 44, 2017.
I have the latest version Vivaldi 1.12.955.48 (Stable channel) (32-bit)

@pesala Month View screen capture, no way to advance month to November, arrow grayed out. I can only click the back arrow to go back to September.
Look at displayed dates.

@bdfraz Is your system clock wrong or your CMOS battery dead?

I'm getting the exact same thing as the OP, using Vivaldi 1.12.955.48 (Stable channel) (64-bit): the pop-up's date is reading one month too low, but its day and time are correct. My computer clock/date/time-zones are exactly correct, and correctly show the month in the OS's notification area. Since I almost never use the hover to study the date pop-up in the history panel, I can't be sure how long the problem may have existed.
Curiously, the date shown at the top of the history listing provides the month correctly on both my system and in the OP's second screen-shot . The apparent difference between that correct month and the incorrect pop-up month imply something isn't getting correctly converted/translated in part of the browser's internal code. Also, since I dump my history often during a given day, I can't speak to the OP's first screenie showing that his history's daily column headings are also all off by 1 month as well.

@pesala Been there, done that profile cleaning. Wasn't difficult, only had Vivaldi for 2 days. Still have wrong dates displayed either way.

@ayespy Checking the clock and CMOS battery are the first thins I do when there is a time or calendar issue. I'm not new to this tech stuff, been at it since 1995. I'm new to Vivaldi and discovered the issue. Others are having the same issue as posted 7 months ago and 4 months ago.
Uninstalled, cleaned cache, cookies and temp files then reinstalled the latest version with same results. Dates display wrong in the history panel.
