Some very odd CPU usage effects

I am having some very weird issues with Vivaldi's CPU usage and effect Vivaldi has on my OS CPU management lately.
I have submitted a bug report on this, but haven't heard anything back yet. I also have a thread going on reddit with a lot more details and on-going discussion.
It all started somewhere after this weekend, and the only noticeable change to my OS was installing the Windows Update for the SMB exploit (i know, i'm late, but better late than never). Suddenly I noticed Vivaldi was hogging up my CPU like there's no tomorrow. A more detailed description is on the Reddit page, as I don't really want to repeat myself for the third time. A helpful user has come along and gave me a few hints on optimizing Vivaldi, so right now it does not use as much CPU, and it's practically usable.
However, I noticed Vivaldi has a very peculiar effect on some of my programs, mostly games. When active and as foreground window it causes Windows to schedule all other processes onto the Core #0, leaving all other cores unloaded even if the Core #0 is at 100% utilization.
- Vivaldi in the background, unfocused -- all four cores are utilized more or less evenly.
- Vivaldi focused in the foreground -- nearly everything is run on Core #0. Even other processes.
Note the overall lower CPU use because of thread congestion. The most interesting bit is, it does not seem to affect Vivaldi's own processes. They're not even anywhere near the top on CPU use themselves. The #1 and #2 processes on the list are not Vivaldi. One is a game, another is an audio processing software doing some magic.
I do not have any ideas on how to explain this odd behaviour. And so far the only program causing it on my system is Vivaldi. I've tried Chrome -- it works normally, even when left with 20+ tabs open for a day (my poor RAM). Yes, I have tried restarting, reinstalling, removing extensions, nuking profile, launching as incognito, updating drivers, downgrading Vivaldi all the way to 1.7, disabling AV -- nothing changes. What i have not tried yet, is uninstalling the windows update. I kinda don't want to, really, this is a serious vulnerability. I'd rather switch browsers.

I'll just post an update. It's very weird, but Vivaldi has stopped behaving like this as suddenly as it started. I'm completely baffled and have no explanation to it whatsoever. I haven't done any changes to my system, not even a restart.
I'll keep on monitoring the situation and report back if anything changes.

No, you shouldn't remove that update, it's quite important and even XP got that xD
I presume you already tried the 1.9 stable.
Do you use extensions/modifications/flags enabled in vivaldi? How many?
Take a look in vivaldi task manager (maiusc+esc) to see anything strange there.
You could also try to go herevivaldi://settings
- on bottom, advanced setting, find system entry and disable the first checkbox about app stays opened after vivaldi exit. Probably could help.
You can also try to append this in vivaldi shortcut, after vivaldi.exe:--process-per-site
