Hello,
Vivaldi is based on Google Chrome.
Google Chrome is a personal data thief.Vivaldi removes the problem lines.
But how to improve security and privacy?Click on your IP address : http://ip-check.info/?lang=en
In Firefox, we can act in about:config
But in Vivaldi?If I understand correctly, we right click on the icon of Vivaldi and behind vivaldi.exe, we need to add lines of command.
Disable Webgl: - disable-webgl
Cache (etags): -disk-cache-size = 1But how to disable: Windows.Name; Signature, System (retrieval of time from websites), etc.

This one indicates them all: vivaldi://chrome-urls'Vivaldi://flags' is extremely limited.
The problem is that you must use commands on the file: exe.

I don't think randomizing user agent is a good thing (could break sites), however try this
Then you can consider the webRTC for prevent IP leak in vivaldi settings (privacy section) and a VPN
Probably, some other things can be done like disable 3rd party cookies (prone to cause issues with some sites) and using specific addons like ublock or umatrix (prone to break site if misused). -
Please believe me - i never trivialise security & privacy - both are paramount for me. However, simply as a general remark that might well annoy many people, i find the concept of anyone who still uses Windows as their chosen OS, subsequently worrying about any specific pgm's S&P, quite ironically comical.
BTW, others more knowledgeable than me might wish to correct this if i'm wrong, but i fear your opening line, "Vivaldi is based on Google Chrome", is incorrect. V uses the chromium engine, as does the Chrome browser, but beyond that i suspect you created a false equivalence. Conversely, i heartily agree with your second line, & shake my head in wonder each time i find someone who deliberately chooses to use Chrome, thereby "enjoying" both a dumb stripped-down browser that actively participates in their commodification.

As if nobody could spy or being, or even hack with Linux.
I have software that will only work with Windows.
Windows can largely be secured.

Extensions overload the browser and system resources.
That is why I am trying to close down certain functions which I do not use.
I know it is possible to act on browsers without using extension, there are command lines to disable.Cordially.

Anyway I don't like alot of privacy extensions because they tend to break something or become security problems themselves (eg WOT selling user data which could be deanonymized).

Windows is itself a spyware, especially since the Windows 10. It also steals the folder: My Documents, it is marked in the terms of use.
But it can be secure: https://www.ghacks.net/2015/08/14/comparison-of-windows-10-privacy-tools/However, the question is not Windows, but: Vivaldi.
Security and privacy in absolute terms it does not exist.
But we can limit; or give false informations.My request concerns the lines of command and a tutorial, as in user.js or about:config in Firefox.

@Alleluia The problem with Chrome/Chromium's command line switches is that they're not really meant to be used in day-to-day life, so they're not documented anywhere beyond a few comments in the source code and the tracking bugs that got filed as part of the process to get code checked in and uplifted.
I think this is it as far as real official actual documentation goes:
