I tried adjusting the zoom level in case the issue was that the UI elements were too small to click, but that didn't help. I can "click" a handful of buttons by double-tapping them. It's not a reliable thing though. It doesn't always work.
@couch true for Windows as well. Users have been waiting for over 6 years to see this issue addressed. When it has been that long one is left with suspicions that something funny is going on. I for one am reluctant to trust any random extension to address this issue. Vivaldi moderators/experts even concede the solution should be "baked-in" the browser.
Microsoft Edge has found a solution so it is possible in chromium spin-offs.

@derei Ironically, extension buttons can now be dragged around by holding down the shift key, just like moving toolbar buttons or panel icons.

That does not prevent you from using the built-in email client to manage multiple email addresses/accounts. If you have never used a browser with built-in email, you may not realise what you are missing.
Here just to say that I got stuck on a fullscreen "About Vivaldi..." fullscreen window.
I had both ALT to show the menu bar disabled and key shortcuts disabled.
Yet, you can still choose it as an option from the main menu.
I don't think it's a bug per-se but IMO the user should never be stuck in a similar situation. Maybe keep F12 always enabled, and have it cycle between maximised, no menu and fullscreen? Or, add a tray icon menu command?
Links can be opened in a new window with Ctrl+Shift+Click. This can be very useful when you have a program that will automatically place new windows side by side, e.g. a tiling window manager.
I have found that this is sometimes a little bit more ergonomic than using the Vivaldi side-by-side feature.
