It's the number of unread tabs you have (i.e. tabs which you haven't visited since they were opened or last changed web site).
You can disable it in Settings > Panel > Window Panel > Show Unread Tabs Badge.

Have you tested with a clean profile? Yes
[EDIT] Came back from dinner and tried the process again. I realized I had not tested with a completely new profile but a previously created one that I never use. Deleted and created a New Profile2 and tested there.
Seems to work fine so I presume my profile is corrupt.
Now to the help files as it has been a while since I've re-created my profile.
You can probably tag this as 'Resolved'.
IMPORTANT:
I should probably mention here that the method for creating a Clean Profile is not quite the same as it was in the posts regarding the topic.
These should be updated by someone who understands the process, not someone with just enough knowledge to get themselves into trouble, like moi.
Folder structures have changed and some file are now not there (Moved?) anymore and I believe some new files.
I suspect as I am a heavy user of the Speed Dial I had too many items and folders in there causing the corruption. possibly, I don't know.
@mib2berlin I suspected I needed to enable [*.]youtube.com third-party cookies and not the Google's ones but I had such a little time yesterday to be unable to test each possibility. I've tried again and it works in this way. Thank you.

This bug was there for years but was fixed, also long ago, hopefully.
Try to reproduce the issue in a Guest Profile. Extensions cause a number of issues.

I got a ThinkPad X13s earlier this week, and using Vivaldi via Windows 11's x64 emulation layer definitely makes it feel particularly sluggish in comparison to the native Windows ARM binaries for Microsoft Edge and Firefox. If you're an experienced tech nerdo, the response times and snappiness makes Vivaldi really feel like it's running in a virtual machine.
On a lark I tried running Vivaldi on ARM for Linux via WSLg, and it felt much snappier! However, running Vivaldi in WSLg is kind of problematic (due to figuring out fonts, video codecs, etc), so it's not a great use of time.
For what it's worth, running efficiently on an X13s is a real issue - this laptop is fanless, with the heat radiating directly down into your left thigh. The more CPU cycles you use, the faster it gets uncomfortable!
Holding out some hope for a Windows ARM build, but until then I'll probably be a disgruntled Edge user on this laptop.

The missing piece from the recipe is that the Downloads Panel must be disabled for the bug to manifest.
All you need to do now is to wait patiently. Not all of those 90,235 bugs are still open, but I am sure that there are plenty waiting to be fixed.

The confirmation email I received from Vivaldi said, "We're a small team, so please bear in mind that (depending on the complexity) it may take a while for the fix to get into our Stable version."
As this is an annoyance rather than a critical error, I suppose it won't have a high priority. I'm sure Vivaldi will fix it as soon as they can.
