this feature was implemented, and then got broken starting in one of the recent 5.x versions. you can see it existed a few versions back, by testing with an older version portable / standalone install.
@Stormscion Although it is a popular feature request, I guess it would take a lot of work.
There are a few workarounds, like custom thumbnail packs.

@josephj11 If this issue gets 500 upvotes, will it matter? The silence of the developers is deafening.
As I have said before, I have no expectation that the developers will or must implement any change I request, but I do have an expectation that they will communicate with me (us) about my requests once they have received significant support. What's the point of user feedback if it's only one way?
I'm patient, but it's been over six years without the basic courtesy of a response. This has caused me to lose a lot of my enthusiasm for the project.
So, just to post an update. It appears there was a misunderstanding, or that this wasn't explained properly.
I had assumed, that preventing F5 from working on Speed Dial didn't have any requirements. I had understood it to mean that none of the speed dials would refresh. And that is why I thought this wasn't working and that there was some sort of missing flag or option I needed to enable.
However, once I grabbed some favicons and replaced the thumbnails with those favicons, that was when the F5 stopped refreshing those speed dials. It appears that you are required to use a custom thumbnail in order to prevent F5 from updating that speed dial.
The one speed dial option that I didn't customize will still refresh when F5 was pressed. But all others do not change the thumbnail assigned to them. It stays the same and no longer replaces the speed dial with a screenshot of the website.
The reason why I mentioned this was that I thought I needed to recreate my profile from scratch. But that isn't the case. I just wish it was a lot more clear that you have to select a custom thumbnail in order to prevent the F5 button from working.
After all this time I decided to organize my speed dial page into folders, and to my horror I found out that you can't remap your way out of this issue. I'd be satisfied with any combination of keyboard shortcuts, mouse gesture or whatnot, because I'd just use "X-Mouse Button Control" for a macro.
I suppose I need to to create an elaborate autohotkey script for something so (seemingly) simple..
@alcy , the trash can make sense, it permits the option to reopen closed tabs, but it's desirable that there is a limit of days or/and amount in the settings, before delete the content automaticly, like in the Windows Trashbin
"Bookmarks clean up" runs but it is not deleting duplicates. Instead it buts them into folders named Trash. I can see any way to empty the trash folder. I can't see any folders named Trash in Vivaldi's Bookmark Manager, just in Bookmarks clean up.
